CRAA – Recycling Facility Financing Seminars

To achieve California’s goal of reaching 75 percent recycling and composting by 2020, we must build the necessary infrastructure to support a sustainable, low-carbon waste management system within the state.  The California Resource Recovery Association (CRRA) has pulled together a working group to provide a seminar on recycling facility financing. The first Recycling Facility Financing Seminar is scheduled for January 29 at the Elihu M. Harris State Office Building in Oakland.   A second Financing Seminar is being scheduled for February 25 at the City of Lakewood City Council Chambers in Southern California.

 

The Air Resources Board’s updated AB 32 Scoping Plan  identifies California’s new AB 341 goal of 75 percent waste diversion goal as an opportunity to also achieve substantial greenhouse gas emission reductions across the waste sector, while providing other significant economic and environmental co-benefits.  Achieving the 75 percent waste diversion goal will require substantial expansion of the collection, recycling, and manufacturing industries within California. Drivers for growth in the collection of recycling include the implementation of California’s mandatory commercial recycling law over the last couple of years, as well as the recent passage of AB 1826, mandating commercial organics recycling.

 

This Recycling Facility Financing Seminar will focus on public and private financing of recycling facilities through tax exempt bonds, grants and loans and other assistance.  The Department of Resources Recycling and Recovery (CalRecycle), California Pollution Control Financing Authority (CPCFA) and California Infrastructure and Economic Development Bank (IBank) will each be providing overviews of related financing programs, including case studies, along with a presentation by a private sector financing panel.
